The project, aimed at revolutionising public transport in the capital city, is currently stalled due to varying hurdles, leaving residents and officials alike awaiting further developments.
In Dec 2023, the state govt had issued a notification outlining plans to replace approximately 57 private buses with a fleet of 60 electric and hybrid vehicles, ranging from larger buses to mini vehicles and shuttles.
These vehicles, operated by Kadamba Transport Corporation, were designated to serve various routes within Panaji.
Owing to Smart City roadworks, KTC was supposed to start operations with five of the electric buses operating along the outer ring route, covering Bambolim, Santa Cruz, Panaji, and Dona Paula. However, despite the EV charging infrastructure being in place and the vehicles ready for deployment, the absence of a green light from the authorities put the project on hold owing to the model code of conduct coming into force.
Narayan Naik, General Manager of KTC, expressed readiness to kickstart operations at a moment’s notice but cited the need for private bus operators to be resettled on alternate routes before the EVs can begin their service on the designated ring route.
“The main hurdle stemmed from the delayed completion of Smart City roadworks. Also, the relocation of private buses to alternative routes is imperative, enabling us to seamlessly commence operations along the ring route. Despite our EV buses currently idling, we stand prepared to launch at a moment’s notice, awaiting the green light from the Smart City authorities,” he said.
Officials from the Imagine Panaji Smart City Development Ltd (IPSCDL) clarified that while the infrastructure and logistical aspects have been addressed, the onus lies on the Directorate of Transport to initiate the process for setting a new launch date in light of the code of conduct being lifted.
“It is now up to the directorate of transport to move the file for a fresh date of launch,” an official said.
Transport director Pravimal Abhishek said, “The Smart City has to do the actual launch. We are only facilitating this. Once govt takes a decision on the Smart City buses, the decision of relocating private bus operators is also necessary,” he said.
As the wait continues, the future of public transportation in Panaji remains uncertain, with the potential benefits of electric mobility still beyond reach.
