Government to link vehicle scrapping mandate to emissions, not age: MoRTH Secretary

The government is working on a policy to link the vehicle scrapping mandate with their emission levels instead of their age, said Anurag Jain, Secretary, Ministry of Road Transport & Highways (MoRTH).

“When you come out with a policy that scrapping is mandatory after 15 years, people come back to us with a question: If I have maintained my vehicle well, why do you want to scrap my vehicle?” said the official.

The Ministry plans to launch this policy to pull out vehicles that are unfit, says the MoRTH Secretary on Tuesday during the SIAM annual convention.

At present, the Vehicle Scrapping Policy, or Voluntary Vehicle-Fleet Modernisation Programme, states that cars and commercial vehicles older than 20 years and 15 years respectively have to be scrapped.

“We came up with the scrapping policy…we are encouraging all states to come up,” added Jain. He has urged people to help the Ministry in designing the framework of pollution checks to make it a more reliable certification process. This policy is aimed at reducing vehicle pollution, improving safety, and escalating new sales.

“I want feedback from you. What are the issues? How do we get it? Because the kind of reach you have in this network is unmatched,” stated the Secretary of MoRTH.

OEMs' take on vehicle scrapping policy

The Minister has also applauded Indian OEMs (Original Equipment Manufacturers) for their support towards this initiative.

"It will be a win-win situation for both the OEMs and the government, as it will create more employment opportunities," said Nitin Gadkari, Minister for Road Transport and Highways, during the annual convention.

From luxury to medium automakers, everyone has appreciated and backed this policy by introducing discounts on scrapping unfit vehicles. Leading auto players such as Mercedes-Benz, Tata Motors, Skoda Volkswagen, Mahindra and Mahindra, Toyota, and many more have declared 1.5-3% discounts on new vehicle purchases.

Domestic automakers can escalate their sales by 18-20% by investing in or supporting vehicle scrapping centers, stated the Union Minister.
