Delhi govt to clamp down on illegal pick-up & drop-off by interstate buses to declog roads

Delhi govt has formed guidelines for bus operators, especially regulating the pick-up and drop-off of passengers to prevent them from making unscheduled halts and congesting roads.

According to the transport department regulations, tourist permit buses, inter-state tourist buses, and contract carriage buses must only pick up and drop off passengers at designated ISBTs. No pick-ups or drop-offs can be made from any other place in Delhi.

The ISBTs are at Kashmere Gate, Anand Vihar and Sarai Kale Khan.

The department had earlier identified five locations where buses frequently broke rules: Majnu ka Tila, Akshardham, Anand Vihar, Sarojini Nagar and Dhaula Kuan. Several buses halted on flyovers or on the carriageway in these areas, obstructing traffic as well as endangering the lives of passengers.

Also, the department has instructed that tourist permit buses, inter-state tourist buses, and contract carriages shall only carry passengers with pre-booked tickets and shall maintain a list of passengers in either electronic or physical form, including each passenger's origin and destination.

“The instructions are that they must only pick up and drop off passengers at designated ISBTs, shall only carry passengers with pre-booked tickets, and shall maintain a list of passengers in either electronic or physical form, including each passenger's origin and destination,” a senior official said.

“Although they have the authority to pick up or drop off passengers at various locations, the operators should possess the list of people who would be boarding at these stops. Consequently, the buses would only halt at intermediate points for a limited number of passengers,” the official said.

“However, these buses have been operating as stage carriages, meaning they stop for extended periods at numerous locations, permitting passengers to board. This leads to traffic congestion,” he said. The department had also found out that some of these buses were operating as courier services and transporting goods. The circular stated that the transport department and traffic police would conduct regular checks of buses. Battery-operated tourist vehicles must adhere to the permit conditions.

TOI had earlier reported that Akshardham flyover had become a congestion point due to private buses turning it into a ‘makeshift stand’ and illegally parking for long hours. Several buses were halting on the flyover, obstructing the movement of traffic as well as endangering the lives of passengers.
